For many years, we have been providing professional consultancy services to educators from around the world and invaluable learning experiences to students in Hong Kong, Macau and Mainland China. Through our network, we offer students opportunities to succeed not only in using English, but also becoming positive, open-minded and caring lifelong learners.

31 Boulevards was founded by Oliver Lui in 2010. Oliver has more than two decades of experience in EFL sector and international education. He joined Cambridge University Press in 2004, acting as the manager of both Hong Kong and Macau offices. He was then the Principal Independent Consultant of Cambridge English Language Assessment, helping the organization to set up their first Cambridge English School in Asia and conduct by far the largest iPad Cambridge Exams session in the world. Oliver has taken on a number of roles after the establishment of 31 Boulevards. The latest began in 2015 when he was invited by the International Baccalaureate Organization to assist with their school relationship building in Hong Kong, Macau, Taiwan and Southern China.
